President Donald Trump has ordered the federal government to begin designing a United States Space Academy, a potentially consequential new institution for a country whose military, economy and critical infrastructure increasingly depend on space.
But the academy does not exist yet.
The order Trump signed Friday at NASA’s Johnson Space Center creates a presidential commission. It does not open a campus, select a permanent location, appropriate construction money, establish admissions standards or guarantee that the first class will ever arrive.
Those distinctions do not diminish the idea. They define the work still required to make it real.
What Trump actually ordered
The August 28 order establishes the Presidential Commission on the United States Space Academy and directs it to advise the president on proposals for a NASA-led federal academy combining technical education with leadership development, discipline and public service.
NASA Administrator Jared Isaacman will chair the commission. Senior White House, budget, national-security, military and space officials will participate, including the secretary of the Air Force and the secretary of war.
The commission has 120 days to submit its report—placing the deadline in late December.
Its assignment is broad because the fundamental structure has not been settled. The commission must recommend a governance model, academic curriculum, degree programs, applicant prerequisites, accreditation, graduate service obligations, a permanent-location process and an implementation timeline.
It must also evaluate how the proposed academy would coordinate with existing federal education programs and what pilot programs or partnerships could begin under current authority.
Most importantly, the order explicitly directs the commission to identify the legislative actions needed to carry out its recommendations.
Congress still controls the decisive levers
A president can organize executive-branch planning. He cannot, by executive order alone, create a fully funded national service academy with a permanent campus, enduring appropriations and statutory authorities that Congress has not provided.
Trump’s own order acknowledges that boundary.
Implementation would occur only after presidential approval of the commission’s recommendations, “any necessary legislative action,” compliance with existing law and the availability of appropriations.
Reuters reported that funding will require congressional approval. The price tag remains unknown because the administration has not chosen a location, defined enrollment, determined whether to build a new campus or specified the mix of military and civilian graduates.
That means Friday’s announcement begins a process; it does not complete one.
Congress will have to decide whether the academy should be established in law, which department should control it, what graduates owe the country in return for a federally supported education and whether the mission justifies the cost.
The workforce problem is real
The administration’s case for a stronger space-talent pipeline is not invented.
A Government Accountability Office report released in July found that the Space Force had about 15,400 military and civilian personnel in fiscal 2025 and filled only about 75% of the positions it identified as necessary to carry out its missions.
GAO also found a 22% shortfall in Air Force personnel assigned to support Space Force operations.
As space-based threats and missions grow, shortages in technical specialties can create direct readiness risks. The military needs Guardians who understand orbital operations, cyber defense, intelligence, engineering and acquisition. NASA and other civilian agencies compete for many of the same high-skill workers, as does a rapidly expanding commercial space industry.
A serious academy could help build a durable American pipeline by combining technical preparation with public-service obligations.
It could also give young Americans a clearer route into national space missions at a time when China is pursuing its own military, commercial and lunar ambitions.
The 75% figure needs context
The workforce number is evidence of a problem, but it should not be used as a blank check.
GAO warned that the Space Force does not yet have a consistent process for determining personnel requirements across units. Some units are operating with outdated requirements that do not reflect mission growth, while the service lacks a comprehensive strategic workforce plan and a reliable way to account for contractor support.
In other words, the service is short of the positions it has identified—but the government also needs a better method for deciding how many people, with which skills, are actually required.
GAO made four recommendations, including standardized personnel assessments, better contractor tracking and a strategic workforce plan. The Defense Department agreed with them, and the recommendations remained open when the report was published.
Congress should insist that the Space Force finish that workforce planning while it considers a new academy. A new school cannot compensate for unclear force design.
A new academy must add capability, not duplicate it
The United States already trains space professionals through military academies, universities, Reserve Officers’ Training Corps programs and civilian partnerships.
Space Force officers commonly receive commissions through the Air Force Academy, which has expanded space-related education and training. The Naval Academy also has a long record of producing astronauts. NASA works with universities across the country, and federal agencies recruit scientists and engineers through multiple scholarship and service programs.
The commission must explain what a separate institution would do that those pipelines cannot.
If the answer is simply to reproduce existing engineering degrees under a new seal, Congress should say no.
If the academy would integrate classified space operations, advanced technical study, military leadership and binding service across both civilian and defense missions in a way existing programs cannot, the case becomes much stronger.
That answer should drive the design—not a competition among states for construction spending.
The location is still undecided
Trump said he expected to choose a location “very shortly” and acknowledged the interest of Texas lawmakers while speaking in Houston.
The order, however, gives the commission responsibility for recommending a process to select the permanent location. It does not award the academy to Texas or any other state.
Site selection should follow the mission. Proximity to NASA centers, Space Force installations, launch facilities, research universities, defense contractors and commercial employers all matter. So do land, housing, infrastructure, security and long-term operating costs.
A transparent competition would help prevent the project from becoming a political trophy before its academic and operational requirements are settled.
A bold idea deserves disciplined execution
Trump deserves credit for recognizing that American space superiority depends on people as much as rockets, satellites and launch pads.
The Space Force was created during his first term because space had become too important to treat as a supporting mission. Building a stronger professional corps for military, civil and commercial space could be a logical next step.
But conservatives should not confuse presidential direction with congressional authorization—or a commission report with a functioning institution.
The right standard is not whether the proposal sounds ambitious. It is whether the final plan has a distinct mission, enforceable service obligations, credible costs, measurable workforce benefits and proper legislative authority.
America may need a Space Academy. It certainly needs more skilled Americans prepared to defend, explore and build in space.
Trump has ordered the blueprint. Congress still has to decide whether—and how—to build it.
